[council] Fwd: GNSO NCA selection process

This sounds contrary to the discussions when the 
voting/non-voting seats were conceived. As I 
recall, at that time it was presumed that the 
assignments to a particular house or non-house 
would be for one year and a different assignment 
could apply for the next year. Last year when the 
NomCom said they would re-evaluate assignments 
every year, that overall principal was 
maintained. This new proposal locks people into 
the voting or non-voting seats for the life of their appointment.

I think it is probably true that we cannot change 
what this NomCom has done, but perhaps it is time 
to decide what we want to happen, and then 
request that the Bylaws be changed to make it so. 
This changing of the rules every year is really not tenable.
