Dear All,

In response to the GNSO Council motion calling for an issue report on the topic of whether additional protections should be provided to the names of certain international organizations at the first and second levels for names introduced through the New gTLD Program, please find attached the Preliminary Issue Report.  Please note that in conjunction with the publication of the Preliminary Issue Report, a public comment forum has been opened (see http://www.icann.org/en/news/announcements/announcement-5-04jun12-en.htm ).  Comments can be submitted until 25 June following which the comment reply will open (replies will be accepted until 16 July).
