[council] WhoIs motion

All,

following the council discussion last weekend on the WhoIs motion the ISPCP constituency discussed today the matter and came to the conclusion to provide this motion in an amended form as attached. I hope this brings more clarity on the reference as well as on the target.
As there is still room for discussion I would appreciate your comments.
