[council] GAC Engagement in GNSO PDP

As discussed during the wrap up session today, please find attached an overview of the current engagement opportunities in the GNSO PDP for the GAC as well as the methods currently being used to seek such engagement. I've also added a column that allows for suggestions by the GAC to improvements to the current methods for seeking input being used.
