[council] Changes to GNSO Operating Procedures

Hi Jonathan,

it is not really a concern, I just thought it may be worthwhile 
considering not to over-regulate. I am fine with the proposal, if there 
is consensus that we need it. A change to calendar days does make sense 
as business days vary.
