Dear all,

Please find attached the staff paper on cross community working groups
requested by the motion passed by the GNSO Council on 10 October 2013. As
discussed, the paper summarizes the process to date, incorporates the
original GNSO Draft Principles and the ccNSO's feedback, and recommends
certain actions/steps that the new cross-community Drafting Team to be
convened may wish to take upon its formation. We hope this paper will be
useful in the GNSO's continuing discussions, including in Buenos Aires, and
the work of the new DT.
