[council] Moving ahead on the GAC communique

Hi Jonathan,

thanks for picking up the discussion thread. My draft was intended as a 
straw man to poke holes in and get the ball rolling, so to speak.

Essentially it is all about how the process looks that will be followed 
on this matter.

I assumed that the GAC will continue to direct its messages and advice 
to the Board, and while the GNSO has the ability to review it, it would 
be helpful if we get a request from the board to do the review of where 
the advice intersects with policy, if only to have a proper chain of 
process in place.

So basically, I tried to answer what the basis is for the council to 
launch a review of a document not directed to the council. We may also 
chose to initiate such an analysis on our own as the Commuique likely 
touches upon our area of responsibility, but I felt it would be better 
to have a stamp of approval and formal request from the board.

In 2, your version works as it leaves open the format of our response, 
but I am not sure who the adressee of our response should be. I assumed 
it would be the board, with notification to the GAC as an optional 
component. But the other way round is also a possibility.
