[council] IGO/INGO notes for GAC meeting - if needed

All,
as discussed, please find below a few notes Jonathan or I might use in case the GAC asks about this point:

- The Council has discussed the NGPC letter during its weekend sessions and
the item will be further dealt with in the Council's public meeting on
Wednesday. 

- The Council welcomes the NGPC's initiative to try and reconcile the
differences between GAC Advice and GNSO Policy Recommendations utilizing the
procedures available for such cases. 

- Should the Council ask the PDP WG to reconvene, the IGO Coalition that has
been working with the GAC and which was a member of the WG is welcome to
rejoin the WG in its deliberations. 

- Finally, we would like to inform the GAC of the recently initiated PDP on
opening curative mechanisms such as the URDP and URS to IGOs and INGOs. This
PDP has been initiated following the corresponding GNSO recommendation that
has been adopted with the other IGO-INGO related recommendations. This PDP
might be an excellent opportunity to operationalize the currently discussed
early engagement and the Council would very much welcome a collaboration on
that subject.
