[council] Motion to Close the Study Phase of GNSO Whois Policy Work

Dear fellow councillors,

please find attached a motion to close for the time being the study 
phase of the GNSO Policy work.

All commissioned studies have been completed and while the results will 
have to be analyzed in detail, they do provide a source of data for 
ongoing and upcoming policy work.

I therefore submit the attached motion and request a second.
