[council] GNSO Council - CCWG on Country and Territory Names Co-Chairs

Thanks Brian for bringing it up. In fact I do not represent any ccTLD but
will join ccNSO Council as a NomCom appointee at the end of the LA meeting.
Having said that I'll be happy if another Councilor can replace me
immediately, or Heather can simply serve as the Chair from the GNSO side if
it's ok.
