Dear James,

please accept my personal thanks for the GNSO Council’s endorsement! As we are fewer GNSO members than expected, we will have to work harder. But also as efficiently as possible. Based on my past Review Team experience I have a few comments to help the GNSO reps to efficiently jumpstart ASAP and avoid some of the pitfalls I consider made our work difficult in ATRT2:

On the scope of the Review: ATRT2 was easy because it limite itself basically to the scope of ATRT1 and got resources late to develop only one new filed of deeper research with the help of outside consultants (which in the end where much better than Westlake by the way). We have to push for an (very) early discussion of the scope. The AoC is no guidance here and I think we have to go deeper in the recent history of this long expected review. A large failed initial questionnaire to the whole community at the beginning was another early pitfall in ATRT2.
On the resources for the Review: this took a very long special effort by the Chair of the Review Team, not very dissimilar to the slow start of the CCWG ACCT. Time is of essence. And by that I mean also some time before and after the formal meetings to build up trust in the team. I hope particularly the GNSO member will devote a little extra joint time, because some of the US based embers tended to be the last in arriving and first in leaving the face to face meetings.
On the Leadership of the Review Team: ATRT2 worked very well with a Chair and 3 co Chairs if I remember right. The Co Chairs did a tremendous job in drafting and editing during the second half of the year. The team also had the Chair of the Board always present in the room and calls which was (is) the most impressive information resource within ICANN. With the transition of the CEO and the apparent lack of Board members in the Team we have to come up to the first meeting with a clear idea of what type of leadership the Review needs.

As I know only one of the other GNSO members personally, I hope Staff will put the 6 GNSO members early in contact with each other and you will  dedicate part of the next Council call to prepare for the Review Team.
