When you go to the Resolution regarding Helsinki GAC advice there is this further link –

Resolved (2016.12.13.05), the Board adopts the scorecard titled "GAC Advice – Helsinki Communiqué: Actions and Updates (13 December 2016)<https://www.icann.org/en/system/files/files/resolutions-helsinki56-gac-advice-scorecard-13dec16-en.pdf>" [PDF, 298 KB] in response to items of GAC advice in the Helsinki Communiqué.
