Hi Paul,

I may be mistaken but I do not think Thomas or anyone else gave any 
guarantee of how the CCWG or the board would treat these comments. While 
the GNSO council chose to attach them to its communication approving the 
recommendations, any expectation of continued forwarding to the NTIA or 
congress had no basis in the statements made to us.

In the end, all that matters is that the chartering organizations voted 
in favor of the recommendations. Any statements attached to these votes 
were forwarded to the next level, but beyond that, there were no 
guarantees.  The statements are on record, and anyone interested will be 
able to find them. That should be enough.
