Dear All,

I would like to comment on the very interesting discussion, if 
inconclusive discussion we had in Marrakech, as  alumni of ATRT2 and 
actual member of CCT1. My 2 cents:

1. The most important issue this year is how the AoCs will be 
incorporated into the By Laws, as we all expect the AoC to lapse. If 
they are going to be incorporated more or less verbatim, meaning keeping 
a large margin for interpretation, or if in this opportunity more 
stringent definition of the reviews will be developed.

<suggestion>
We should define ASAP as GNSO team that will collect feedback from 
previous Review Teams and try to follow up as closely as possible the 
implementation of the AoC into the By Laws

2. Another important issue with the Reviews, is the very slow startup 
phase in terms of budget, charter or Terms of Reference, progress 
reviews since the last exercise, etc. In case of the ATRT2 it took a few 
months to find out we had little funds. in case of the first CCT we have 
funds but the external Studies by Analysis and Nielsen are pretty much 
delayed.

<suggestion>
In the meantime Staff should prepare yearly progress reports on progress 
in implementation of Review recommendations, simultaneously at a fixed 
date EVERY the year. Lets say June 30. Based on those yearly reports SOs 
and ACs would have a common ground for discussion on future reviews 
planing and budgeting every time it is necessary.

Look forward to other comments and suggestions before or on April 14.
