[council] Preliminary planning for ICANN58

Thanks Donna!

The present PDD workload fully justifies a timeline of 2 policy meetings
per year for at least 2017 and 2018!

Let´s be creative to include efficient quality time during Policy
meetings for AoC reviews and CCWGs in the same 4 day framework (so far
those smaller meetings not being integral part of the “new
strategy”) and the payback in terms of volunteers time and ICANN´s
resources would be amazing!!!!
