[council] Amr Elsadr resignation from GNSO council

Dear Councillors,

I wanted to share with you that Amr Elsadr is resigning from GNSO council
since he is joining ICANN staff as policy manager. It is a big loss for
NCSG but I do believe  that he is going to do a good job as staff,
