If you are reading the transcript, be aware that it does not appear to have been reviewed for accuracy and as a result some of the text reads a little peculiarly. The adobe connect recording also makes it easier to follow as the conversation is following a document prepared by the Board before the call.

It's clear from the discussion that some in the GAC were aware of the GNSO Council response to the communique, but the Board wasn't.
