[council] NCA's and information flow

Dear council members,

I have often expressed my concern over how NCA's tend to
be left out of the constituency-based communications
of the GNSO. It is purely by accident that I today
found out that nominations for GNSO Council Chair
are solicited and due on 2 October. Not that this
one affects me personally, but I just wanted to take
the opportunity to highlight the gap in information flow.
