[council] [Ext] Re: NCA's and information flow

Rubens, all incoming Council members, including incoming NCAs have been subscribed to the Council mailing list as observers by the GNSO Secretariat as soon as they were informed about their selection so they will have received all email communications from the date of subscription. Also note that the Council mailing list is publicly archived which allows anyone interested to review earlier communications (see https://mm.icann.org/pipermail/council/). As noted before, the information is also posted on the Council web-site.
