[council] SSR2 update and proposed immediate action

Hi Heather,

thanks for the reminder, I reiterate my support for the approach and I have
no objection with regard to the 2 calls. Thanks again for the work done to
liaise with SO/AC leaders on SSR2 and getting things moving.
