[council] Reminder - topics for meeting with ICANN Board at ICANN61

How about adding a debate about the IANA transition? Maybe too early but
there seems to be a debate about the sustainability (I was looking for a
politically correct term) of the IANA transition in DC.

Otherwise I agree with Michele.
