Do they have to be active members, or is there a way for an SG/AC to appoint an observer? I suspect that the perceived workload for some of these reviews might be the issue.

Hi Donna,

The ccnso waited to see the scope for the RT before making a final decision not to provide volunteers and then informed the RT.  I am concerned about the process for providing candidates to review teams in general.    The RDS RT only has members from the GNSO, GAC and AlAC that leaves 4 SG/ACs that are not participating.  The GNSO was able to secure 4 seats due to the subject matter.

At this point, it would be difficult to add more team members to the RDS RT but in general 15 members would be optimal in starting an RT.  Obviously, the SG's/AC's have to make their own decision on participation but if an RT had at least one member from each it would be more representative of the community which in my opinion is more representational.  If we can find a way as a community to address participation by all SG/AC's or that they relinquish some of their seats when the decision on RT members are made then it would be a stronger review.


The GDPR is definitely a large distraction but since the RDS RT is taking a look back on what has happened since the last review I think we are doing ok. Not an optimal situation but as most work done in our multistakeholder system we will make it work.

Where does this leave the RDS Review Team in terms of adequate membership? I know Susan has raised concerns previously that there isn’t enough people to do the work.

Is it possible for the GNSO to recommend additional candidates to fill the vacancies left by the ccNSO’s decision not to appoint volunteers?

Dear Alan,

In May 2017, we informed the ICANN Board of Directors that the ccNSO did not find itself in a position to nominate candidates for the RDS/ WHOIS2 Review Team, and deferred participation in this specific review.

On 18 January 2018, the ccNSO Council again discussed its participation in the review. Following this discussion, by 16 February 2018, the ccNSO Council decided not to participate in the RDS/WHOIS2 specific review.

The ccNSO Council thanks the volunteers who sought endorsement of the ccNSO.
