Hi Darcy and All,

The 2011 initiation date for the RPMs WG is derived around the time this issue was first presented to the GNSO Council.  The current version of the project list is structured in a way that a project traverses the policy development process phases, as shown by the diagram at the top (moving left to right).  Essentially, the RPMs issue entered the Issue Scoping phase as a result of the RAP WG’s recommendation (2010) that staff create an Issues Report to review the effectiveness of the UDRP.  The Council later resolved to wait 18 months after the first delegation of the 2012 round gTLDs (2014) to deliver an Issue Report on all RPMs, including but not limited to the UDRP and URS.  It was not until February 2016 that the RPM WG’s charter was approved.

However, this Initiated Date in the Project List is not consistently applied across our other projects.  I’ve noted this as an issue for us to explore on the next version of the Project List within the PDP3.0 small group.  I think it’s important that we track key dates/milestones of the issues the GNSO deliberates and as it moves along its phases, but it is clear we need to publish these dates in a manner that distinguishes the issue versus the dates of the activities working the issue.

Based on feedback Pam provided to staff, we have made two small changes to the projects list, one regarding the Rights Protection Mechanisms (RPMs) in All gTLDs PDP and the other for the Curative Rights Protections for IGO/INGOs PDP. New copies of the red-lined version and clean are attached.
