[council] Updated EPDP Phase 2 Final Report

Hi all,

Please find attached the updated EPDP Team Final Report which now also
includes the minority statements from the GAC and the SSAC. In addition,
the ALAC provided an addendum to their minority statement. The Staff
Support Team also took advantage to fix some formatting and make some minor
corrections, most notably, paragraphs 4.4 and 4.5 in recommendation #4
turned out to be duplicates. Please delete the previous version and use
this one for your and your group’s review.
