[council] Draft GNSO Council Response to SAC111

        Dear all:

        I recall that GNSO Council traditionally prepares a GNSO Council Response to the GAC Communique when there are issues in the Communique that affect or touch upon GNSO Policy.

        If there are no policy issues in the PDP, then I would consider there are valid grounds not to issue a GNSO Council Response.

        However, the Communique addresses SubPro, IGO and EPDP (three of our 4 active PDPs).

        Therefore, I would say that the Communique affects GNSO Policy.

        And given the importance of a number of these issues for some constituencies, I believe we should submit a response. I am happy to be part of a drafting team.

The letter from the GAC Chair does not seem to call for a reply on the face of it (although it would be simple good manners to do so), and Keith gave Manal a verbal response in one of the Zoom meetings (I can’t remember which one – there were a lot last week!) which seemed to be satisfactory to her.

Having said that, the issues are not going away. As I understand it the view of some Council members at this point is to respond to both SSAC (now) and GAC (if/when necessary) to the effect that the EPDP process is still active until 31 July and that is where outstanding issues should be raised until the final outcome is known. On that basis I have no issues with the draft response to SSAC.

We would have seen the GAC letter to Council by now.

Concerns seem similar to the SSAC's. Suggesting a re-examination of the response to SAC111 to frame an across-the-board consistent response.
