[council] CPH IRT Letter to GNSO Council re: Rec 7

I’m interested to see that this is from “the CPH IRT”. I didn’t realise that there were separate communications by affiliation from IRTs; could I ask whether this has some kind of full IRT approval? And whether the other members of the IRT have views? They would be really useful for the Council to hear, I think.
