I don't recall all of the details, but around some time in 2016 (iirc), the SCI was disbanded because the GNSO Council believed there was significant overlap between its work and that of the GNSO Review WG, and a merger between the two was deemed desirable at the time. The mandate/charter [gnso.icann.org]<https://urldefense.com/v3/__https:/gnso.icann.org/sites/default/files/file/field-file-attach/2016-12/gnso-review-charter-21jul16-en.pdf__;!!PtGJab4!oMlfUGa4c7DxMtQkA7ypG1t3I3Ls_6ylVZ0MNXuNaUvn__9Ao5xdXMgwDHrEgHVy_BI1Kzk$> of the GNSO Review WG was amended to reflect a change in its mission, which was to include providing the GNSO Council with recommendations on changes to the GNSO Operating Procedures, GNSO WG Guidelines and PDP Manual/ICANN Bylaws, when requested to so on specific issues by the Council.

The GNSO Review WG's decision-making methodologies were also amended to match those of the SCI on issues where changes to the GNSO Operating Procedures or ICANN Bylaws were recommended. The one function of the SCI, which I believe was not adopted by the GNSO Review WG was that the SCI could actually propose issues to the GNSO Council, when the SCI believed improvements to the GNSO's governing documents could be made.

Also, if I'm not mistaken, the GNSO Review WG was ultimately disbanded, which means that at that point, the function of the SCI was also retired.

Thanks Maxim.  I support this approach.  There is a reason why we do reviews and one of the results of GNSO Review 2 was the revision of the PDP (PDP 2.0).  And that revision resulted in a recommendation to create the SCI (which I believe was not restricted to Councilors by the way).

It is ironic that we are talking now about GNSO Review 3, but cant recall some of the recommendations from Review 2.  I think the SCI may have disbanded after a period of time because issues stopped being referred to that group.  But that is just my guess, so some research may help.

I think might be a good idea to sync on the Standing Committee on Improvements story.
An initial set of questions:
What happened to it and why?
Is it possible to use it again?
Do we really need it in that form or do we need to create something new (small standing group of Councillors?)

P.s: or we could ask ICANN Staff to make initial research in the archives.
