[council] GAC Communique

All,

In my first official e-mail to the Council, the GAC Communique has been published.  As Julf Foreshadowed earlier in the week, there is no GAC Consensus Advice, so there will be nothing that we need to respond to.  That said, there are some comments made on SubPro, RDDS/ePDP and summaries of discussions with the various ICANN groups which are likely of interest.
