[council] Change of July 2022 Council call: 21 => 20?

Hi everyone,

It would seem we oversaw the 21st of July was a national day for several councilors.

Would anyone be opposed to moving that to the 20th same time? We are not aware of any conflict.

Please let the list know by the end of the week.
