[council] Change of July 2022 Council call: 21 => 20?

July is in general a difficult month for many. For me it’s equally bad on both days, so I don’t mind moving it.
Personally I would prefer no meetings in July and then add one-two extra meetings during other months instead. This could maybe be an approach to consider for 2023.
I would even recommend a least a two-week workgroup break in July. This way both the community and ICANN staff can plan holidays and put the policy work on hold for a short time. Just like we do it every year the last week of December.
