[council] Amendment to Rec 7 Motion

Dear Councilors,

Attached please find a redline document reflecting proposed amendments to Pam's Motion entitled, "GNSO Council Input on Recommendation 7 of the Expedited Policy Development Process (EPDP) on the Temporary Specification for gTLD Registration Data Phase 1 Final Report and Thick Whois Transition Policy."  The amendments, in general, seek to do three things:  (1) confirm that Thick WhoIs Transition Policy has been modified and not repealed; (2) clarify that modification of the transfer of Thick WhoIs data elements was within the scope of the EPDP but was not an explicit Charter mandate; and (3) clarify that although certain data elements are labeled "mandatory" or "optional" in workbooks, certain data elements may still be required to be transferred (for instance by a law, a registry-registrar agreement or ICANN consensus policy) if permitted by applicable law.
