[council] Review of the GNSO Liaison to the GAC Role

Hi Philippe,

I want to thank the council leadership for this well thought out proposal.
Is it possible to have a rough estimate as to how long tasks 1 & 2 would
take? Will they happen in parallel or sequentially?
