I have couple of questions:

1) Could you clarify, why the health and the progress of EPDP2a are both green, 

when a lot of milestones are red?

BAC: These tasks of reviewing the public comments and preparing the final report for the eventual milestone of delivering the Final Report to the Council are listed as a red condition to be an early signal that the P2A is in trouble. To the right in the Open Issues and Risks section, it states “The P2A Team is struggling to come to consensus on guidance and other aspects of the Initial Report which it may not be able to overcome for the Final Report.” The P2A Leadership team are exploring options to mitigate this risk, but has not come to any decisions. Further, the P2A Initial Report was delivered 4 days late for public comment and an additional 5 days was added to the public comment to account for ICANN71. This reduces the original planned duration for these remaining tasks. At this point, this is only an early signal and has not escalated yet to warrant a change in the overall Status or Health of the project. Should that occur, P2A Leadership will review the risks and mitigation strategy and as a last resort submit a PCR if it’s determined there are opportunities to mitigate the risk and still successfully achieve an outcome.

2) Do we have now an ODP as 6-7 months interval of additional time from the project management perspective (added to the usual line of implementation)?

It is interesting to see how ODP changes the timing, for example page 13 of the Project list (the URL below)

With the same "Issue public comments for Board Consideration P1 recs" for MAR-21

Now we see ICANN Board adoption of the consensus recs. as DEC-21, instead of the previous MAY-21.

BAC: This is a correct observation. The Feb 2021 version of the Project List did not include the task of the ODP, because at the time it was not clear if/when/how the ODP would take place. In March, the ICANN Board resolved <https://www.icann.org/resources/board-material/resolutions-2021-03-25-en#2.c>  to launch the ODP and “…and that the final Operational Design Assessment be delivered to the Board six months from the date of the Board's request, provided that there are no unforeseen legal or other matters that could affect the timeline.” Therefore, on the PL and in the PMT the delivery of the ODP is anticipated on or around Sept 2021. This is an example where new information surfaced that further informed an adjustment at the project level that then feeds an update to the larger program level. Prior to March, the best information I had was based on prior experience that roughly the Board takes a decision some several months (3-4) after the GNSO Council adopts consensus recommendations and assuming the Board adopts the Council’s Final Report, that implementation begins. Only until new information is introduced will replace rough educated guesses such as dates on when actual decisions have taken place or some project schedule or forecast is newly introduced. 

The ICANN Board has signaled that it will not take a decision on SSAD until completion of the SSAD ODP. The screen shot below is from the PMT.
