For what it is worth, I am not sure that I see the value in a closed PDP group at this point especially since there will be 13 members from the Contracted Parties as participants in this group.  Speaking as a past Chair/Co-Chair of several PDPs, there really is no difference between a group of 30 and a group of 50.  I highly doubt we will have a huge number of volunteers, but if there are some volunteers, I see no reason why the group needs to be limited to an arbitrary number.

As the GNSO Liaison to the GAC, however, I believe that it will be difficult for the GAC to agree to be represented by only 1 person.   In the past they have indicated that only having 1 person was not something that they would be able to accommodate given that no one person can speak for the GAC.   In addition, no one person from the GAC generally can follow all of a group’s activities all by her or himself and therefore they rely at least on a team of three.

I do not know if this (transfers) will ultimately be a huge issue for the governments, but if we are serious in trying to get their input in PDPs (prior to them providing advice to the Board), limiting their membership to 1 person does not sound like a way to do it.   I would suggest having an open model PDP, but if it has to be hybrid or representative, I would think that having only 1 representative would be an issue for them.

Given the short notice, I have not had the opportunity to communicate with my counterpart in the GAC, so I could be wrong.  But I am basing my views on past comments made.  I am sending this note to my GAC Counterpart as well to confirm.

Dear Councilors,

I am writing to seek your urgent input on the proposed composition of the Transfer Policy PDP Working Group.

Following the call for volunteers (see staff's email below), the Council small team (consisting of Carlton, Olga, Greg and myself) has been working on finalizing the draft charter, mainly on the composition of the Working Group.

In coming up with our proposed composition, the small team has taken into account the comments that Councilors made during the February Council meeting (the group size should be around 20) and the community responses to Council chair's email soliciting their interest and number of representatives. Specifically, only the RrSG and the RySG indicated the number of representatives they are likely to assign to this effort:
RrSG indicated: 8 - 15
RySG indicated: 2 - 5

The small team is proposing the following group structure (based on a "representative model") to be included in the Charter:


  *
each SG/C/SO/AC that did not respond to Philippe's email or responded but indicated "no representatives": 1 member + 1 alternate

  *
RySG: 3 members + 3 alternates

  *
RrSG: 10 members + 10 alternates
