Do we know why we do not track RPMs P2 in the

Did it reach Project start milestone or will it do so only after the approval of the changes to the RPMs Charter?

I think , that If we want to track something, we should not exclude it from the project tools.
(maybe adding some section of 'in discussions/preliminary' for such items, so we do not forget about it?)
