Please see Jeff’s email and the update on the SubPro ODP.

Your views would be welcome on what the process for Council to review questions/assumptions raised during the ODP should be: do we need have a systematic review at every monthly call? On all questions? Only subset? based on our liaison’s suggestion?

Dear GNSO Council Leadership,

I asked ICANN Org whether the receipt of the first set of questions from GDD meant that the SubPro ODP was officially kicked off.  I had assumed that it did, but today I received the following message from Karen Lentz that clarifies that the ODP has not yet formally kicked off.  More specifically, Karen stated:

“In regard to the formal kickoff, the Board resolution<https://www.icann.org/resources/board-material/resolutions-2021-09-12-en#1.a> of 12 September 21 directed the CEO to “take the steps needed to organize the resources required to begin work on the ODP, and to advise the Board when the work of the ODP is initiated within the organization.”  The notice to the Board will be the formal kickoff point – essentially starting the clock - and I anticipate we will also make an announcement at that point, letting people know what to expect and when.  So currently we are still in internal project organization – but as noted, we wanted to get a head start on some of these questions.”

In addition, in follow up to last week’s Council call, I wanted to follow up on the process the GNSO Council wanted to use to approve responses to ICANN Org questions.  We should balance ICANN’s need to get information with giving enough time for the Council to review the proposed responses.  But do we need formal approval?  If so, what should that process be?

Finally, the Council discussed wanting additional transparency into the ODP process which included more than just transmitting questions and responses back and forth.  If this indeed is what the Council wants, can you all give me some guidance on what information it would like to have.

FYI – A Kickoff call between myself and ICANN Org has been scheduled for Tuesday, November 30th.  I will send a summary of the call after it occurs, but if there is anything the Council wants me to cover, please let me know.
