[council] Motion for the initiation of the GNSO Guidance on Applicant Support

Thank you, Philippe, for circulating the updated GGP initiation request on
Applicant Support, and thank you also to those who worked on the same.

With reference to the red-line copy, if I may suggest 4 minor amendments
for consideration:

1. Pg 4, Task 4, 5th line, to delete the word "they".

2. Pg 5, the red text paragraph immediately after Task 6, to provide
clarity and distinguish reference to the Working Group (from the SubPro
Working Group) by adding "(constituted herein)" after the first instance of
"the Working Group" in the sentence (or something to that effect).

3. Pg 7, to move the entire 3rd paragraph which reads, with red line
amendments,

> "Members are expected to participate during the course of deliberations.
> Members are expected to represent the view of their appointing organization
> and may be called on to provide the official position of their appointing
> organization. Members will be responsible for participating in GGP
> consensus calls. Appointing organizations may replace their Member(s) at
> their discretion, but shall be responsible for ensuring that their
> Member(s) are appropriately prepared to contribute to the GGP without
> causing undue delays to the GGP’s deliberations."

up to top of pg 7, immediately after the sentence in the 1st paragraph,
which reads, "Members shall be appointed by their organizations according
to their own internal procedures."

This is because, as I understand it, the intent behind the entire 3rd
paragraph (as quoted) would apply to entire life of the Working Group in
the event Council resolves to add more topics, and not just for Applicant
Support.

4. Also on pg 7, assuming that the red line paragraph that reads,

> "Once the Working Group has been formed and before the first meeting is
> held, Council leadership will provide the Working Group with a draft set of
> “success criteria” for the Working Group, which the Working Group will
> refine."

is intended to address an overarching "success criteria" which is in turn
not intended to apply solely to the topic of Applicant Support, then I
would suggest swapping the position of this paragraph with the one that
precedes it immediately.
