[council] GNSO liaison to the GAC - proposal for a term limit

Hi all,

As requested by Phillippe, I'm replying to this thread to put my proposal
during our Council meeting last week into text for our Council members to
consider:

I propose we open the call for GNSO liaison to the GAC every 2 years,
allowing re-selection/election once with a 4-year hard stop.
I believe aligning the Liaison's term requirements to councilors is
reasonable and urge our colleagues to consider accepting this as our future
practice.

Like I have clarified during last week's meeting, this is not a request to
open the call now, but a proposal for what we do in the future.
