[council] GNSO contact point for the UASG

Dear Councilors,

As you would recall our November call, Ajay Data on behalf of the UASG expressed their interest in having a contact point within the GNSO in the event of policy related issues requiring closer interactions.

Leadership did some outreach within the community and Christian Dawson from the ISPCP who's also active within the UASG is willing to take that role. Unless someone would object we will put this on record during our next council call.
