Dear Philippe,

I am pleased to present the GNSO Council with the Operational Design Assessment (ODA), the final output of the System for Standardized Access/ Disclosure (SSAD) to Nonpublic generic Top-Level Domain Registration Data Operational Design Phase (ODP). This marks the closure of the SSAD ODP, ICANN org's first ODP.

The ODP assessed the potential risks, anticipated costs, resource requirements, timelines, dependencies, interaction with the Global Public Interest Framework, and other matters related to implementation of the SSAD-related recommendations (1-18) of the Final Report<https://gnso.icann.org/sites/default/files/file/field-file-attach/epdp-phase-2-temp-spec-gtld-registration-data-2-31jul20-en.pdf> of the GNSO Expedited Policy Development Process (EPDP) on the Temporary Specification for gTLD Registration Data Phase 2<https://community.icann.org/display/EOTSFGRD>. Should the Board adopt these recommendations, ICANN org will work with the community via an Implementation Review Team, with the ODA as an input to that work, to design and build the final SSAD.

I would like to point out that the ODP has been an open and transparent process. ICANN org conducted multiple webinars throughout the ODP concerning topics analyzed in  the ODA in order to solicit community feedback. This outreach included five community webinars, two webinars with the Governmental Advisory Committee, and one for the GNSO Council.

We look forward to continuing our conversations with the GNSO Council and the ICANN Board regarding the SSAD-related recommendations.
