The ICANN74 GAC Communique is now available here: https://gac.icann.org/advice/communiques/ICANN74%20GAC%20Communique.pdf

Typically, the GNSO Council only prepares a response to the Communique when there is GAC Consensus Advice to the Board included in the document. For ICANN74, there is no Advice. Unless instructed otherwise, the staff team will assume it is not necessary to convene a small group this time around.
