[council] Proposed draft ALAC-GAC-GNSO Chairs' letter to the Board

Dear Councilors,

Based upon discussions on the list and at the Council Meeting on Thursday, August 25, GNSO Council Leadership and staff have prepared the attached letter edited in a way that we believe to be in line with the Council's discussions.  Please provide any revisions, questions or comments in a reply to the list, keeping in mind this remains a joint GNSO/GAC/ALAC statement.  Once the Council has a draft, we will send this to the ALAC and GAC chairs.  Please provide your comments by Tuesday, September 5 at 22:00 UTC.
