Thanks John.  My only recommendation based on our discussion in Council is
that in item 3, we should add a reference to the good work done by the
Subsequent Procedures Working Group.   Specifically, i would add at the end
of Item 3 "...as well as by the Subsequent Procedures Working Group as
summarized in Topic 23 of the Final Report available here:

I think we would be remiss not to mention all the work that was done in the
PDP on this topic.
