Paul, that text is indeed proposed by Tomslin. Tom (RrSG) added the following comments to the document:

  *   For Q1: I suggest adding clear language here that you agree that the nomcom should be rebalanced to reflect the current composition of the GNSO bodies.  By the way, I don't know if the bylaws will always reflect the latest GNSO composition
  *   For Q4: this section needs some suggestions
