Fellow Councilors,

Please find attached the DNS Abuse Small Team's considerations on bulk 
registrations, to be further discussed during our next Council meeting.

The document includes four sections: Background, Summary of feedback 
received on contractual negotiations, Summary of feedback received on 
bulk registrations, and Answer from the Small Team to Bulk registration 
letters.
