Dear Councilors,

Please find the action items, as stated during the meeting, below arising from the GNSO Council meeting held on Wednesday, 25 October 2023 and Thurday, 26 October 2023. Please refer to the Action Item page<https://community.icann.org/display/gnsocouncilmeetings/Action+Items> for updates on item completion progress.

Please take note of the action items coming out of the Council meeting and the proposed timing for delivering on these actions.

Please note that actions for all councilors are highlighted below.

Part 1:
Item 3: Consent Agenda (5 minutes)

Confirmation of Appointment of Ashley Heineman as GNSO-appointed Co-Chair of the IANA Naming Function Review Team
Action Items: On behalf of the GNSO Council, the GNSO Secretariat accepts Ashley Heineman’s appointment as the Co-Chair of the IANA Function Review Team and thanks her for her willingness to serve.


Item 5: COUNCIL DISCUSSION - Optional Topics for Potential Council Response (30 minutes)

Action Items:

  1.  GNSO Council comment on the proposed Pilot Holistic Review Revised Draft Terms of Reference: GNSO Councilors to indicate whether they wish to volunteer for a small team to develop a comment.  Volunteers during the meeting: Osvaldo Novoa, Bruna Martins Dos Santos, Mark Datysgeld.
  2.  GNSO Council comment on the Proposed Process for the Retirement of Non-Policy Recommendations: GNSO Councilors to review the proposed process and indicate on the list whether there is in interest in providing comments.

Item 7: COUNCIL DISCUSSION - Diacritics Issue in Latin Script (20 minutes)
Action Items: Mark Datysgeld to draft for GNSO Council review a request for staff to produce a study to inform the GNSO Council on the issue of diacritics in Latin Script and in particular as it relates to .québec.


Item 8: ANY OTHER BUSINESS (30 minutes)
8.2 – Update - Open Contracted Party House DNS Abuse Calls (Greg DiBiase)
Action Items: GNSO Councilors to identify their points of contact for their SGs/Cs/ACs and provide them to Greg DiBiase.

26 October 2023 GNSO Council Wrap Up

Item 1. November GNSO Council Meeting Planning

  *   Vote on Fundamental Bylaws (IANA) amendment
  *   Confirmation of GNSO Representative to EC Admin
  *   IDNs EPDP Phase 1 Final Report briefing
  *   Based on update on Data Processing Agreement (DPA) negotiations - Next Steps?
  *   Based on update on Registration Data Accuracy efforts - Next Steps?
  *   Consider whether discussion/response is needed for Xavier’s response on Grant Program
  *   Consider whether further work is needed after ICANN org outreach to European Network Information Security Agency (ENISA)
  *   SPS Planning
Action Items: Staff to draft the November GNSO Council meeting agenda for Council leadership review.

Item 2. Rotation of GNSO Council liaisons
Action Items: Staff on behalf of Council leadership to send a reminder that the GNSO Council confirmed the following new liaisons at the Wrap-Up Session and thanks them for volunteering: Manju Chen for EPDP - Internationalized Domain Names, Susan Payne for IRT: Rights Protection Mechanisms in All gTLDs, and Thomas Rickert for IRT: Registration Data Policy Implementation - Phase 1.

Item 3. GAC Communiqué Review - GNSO Council input
Action Items: Interested GNSO Councilors to join Jeff Neuman, GNSO Liaison to the GAC, in drafting the response to the GAC Communiqué.

Item 6. GNSO Representative to the Empowered Community
Action Items: GNSO Council to confirm Tomslin Samme-Nlar as the GNSO Representative to the Empowered Community.

Item 7. ANY OTHER BUSINESS
Item 7.1. External Threats to the Multistakeholder Model
Action Items:  GNSO Council Leadership to consider the offer from the ccNSO of an informational session during the SPS on Global Digital Compact and WSIS +20 Review.

Item 7.2. GNSO Council Small Teams
Action Items: Staff to circulate the link to the wiki page with a brief overview.

Item 7.3. ICANN Grant Program – CCWG Final Recommendation #7 regarding amendment of the ByLaws
Action Items: Greg DiBiase to alert the Board that there are concerns from the GNSO Council with respect to potential Board action. The Board will seek to address concerns raised by the GNSO at the meeting during its AGM on 26 October.
