<p class="MsoNormal">Thanks Arial. Ok, I found the last line of page 5 where it states that “anyone that wishes to sign up as a participant should contact……” The call for identifying members is in bold and underlined on page 1. Some of the leaders of the
groups that I belong to may not have made it that far in the letter, or may have just paid attention to the bold underlined potion, and that could be the basis for the miscommunication.<o:p></o:p></p>
<p class="MsoNormal"><o:p> </o:p></p>
<p class="MsoNormal">It wouldn’t hurt for us all to make sure their groups understand that this is an Open plus representative model which means that anyone can participate. And that if they are appointed as a “Member” their obligation is to represent the
interests of their group and not their own. Yes, I know that technically that is all in the 5 page letter, but these are easily missed details.<o:p></o:p></p>

<p class="MsoNormal">Announcing this at the community session is a good idea and potentially having our Council Leadership mentioning it at the Open Council Meeting could go a long way as well.<o:p></o:p></p>

the message does contain details about the “participant” category and method for anyone who wishes to sign up as a participant (i.e., contact GNSO Secretariat Team).

<p class="MsoNormal">I was crafting a note to send to the GAC about participation in the IDN ePDP when I noticed that the calls for participation (and the Charter itself) is very confusing. The Working Group is supposed to be a Hybrid Model Working Group (NOT
representative) open to anyone. The only limitation was that there was expected to a certain number of “Members” that could be called on for Consensus Calls. But there could be a potentially unlimited number of “Participants”.<o:p></o:p></p>
<p class="MsoNormal"> <o:p></o:p></p>
<p class="MsoNormal">The message sent out to the Cs/SGs/SOs/ACs while technically correct in asking for up to 3 Members, does not state anywhere that the leaders should let their groups know that anyone can participate as a Participant (which would not be considered
in the up to 3 category). It would be great if we could let send a modified message out to the leaders reminding them that the Working Group is open to anyone that wants to participate.<o:p></o:p></p>
