On 18 February 2021, the GNSO Council <a href="https://gnso.icann.org/en/council/resolutions/2020-current#202102"><span style="color:#0052CC">voted</span></a> to initiate a PDP to review the Transfer Policy.<o:p></o:p></li><li class="MsoNormal" style="mso-margin-top-alt:auto;mso-margin-bottom-alt:auto;mso-list:l0 level1 lfo1">
On 24 March 2021, the GNSO Council <a href="https://gnso.icann.org/en/council/resolutions/2020-current#202103"><span style="color:#0052CC">approved</span></a> the PDP Working Group’s charter.<o:p></o:p></li><li class="MsoNormal" style="mso-margin-top-alt:auto;mso-margin-bottom-alt:auto;mso-list:l0 level1 lfo1">
The Working Group began meeting in May 2021 and has made substantial progress on its Phase 1a deliberations.<o:p></o:p></li><li class="MsoNormal" style="mso-margin-top-alt:auto;mso-margin-bottom-alt:auto;mso-list:l0 level1 lfo1">
In the course of considering the Phase 1 charter topics, the Working Group determined that it would be beneficial to examine all elements of the security model for domain name transfers in a holistic manner as part of its Phase 1 deliberations, but that the
topic of NACK (rejection of transfer request) of an unauthorized transfer is currently scheduled for Phase 2.<o:p></o:p></li><li class="MsoNormal" style="mso-margin-top-alt:auto;mso-margin-bottom-alt:auto;mso-list:l0 level1 lfo1">
The Working Group leadership team does not foresee that adding NACK to the Phase 1a scope will impact its current timeline to deliver the Phase 1a Initial Report by June 2022.<o:p></o:p></li><li class="MsoNormal" style="mso-margin-top-alt:auto;mso-margin-bottom-alt:auto;mso-list:l0 level1 lfo1">
The Working Group leadership team submitted a Project Change Request outlining the full rationale for updating the charter to move this charter topic to Phase 1a.<o:p></o:p></li></ol>

The EPDP Team published its <a href="https://gnso.icann.org/en/issues/specific-crp-igo-epdp-initial-report-preliminary-recommendations-14sep21-en.pdf"><span style="color:#0052CC">Initial Report</span></a> for <a href="https://www.icann.org/en/public-comment/proceeding/initial-report-epdp-specific-curative-rights-protections-igos-14-09-2021"><span style="color:#0052CC">public
