<p style="margin:0in;background:white"><span style="color:black">On 12 September 2021 the ICANN Board
<a href="https://www.icann.org/resources/board-material/resolutions-2021-09-12-en#1.a">
<span style="color:#1155CC">directed</span></a> the ICANN President and CEO to organize the resources required to begin work on the Operational Design Phase (ODP) for the GNSO’s New gTLD Subsequent Procedures
<a href="https://gnso.icann.org/sites/default/files/file/field-file-attach/final-report-newgtld-subsequent-procedures-pdp-02feb21-en.pdf">
<span style="color:#1155CC">Final Report</span></a> and the Affirmations, Recommendations, and Implementation Guidance contained in that report. On 27 November 2021, the Council appointed Jeff Neuman to serve as its liaison to the SubPro ODP.</span><o:p></o:p></p>
<p style="margin:0in;background:white"><span style="color:black">On 20 December 2021, ICANN org
<a href="https://www.icann.org/en/announcements/details/icann-launches-new-gtld-subsequent-procedures-operational-design-phase-20-12-2021-en">
<span style="color:#1155CC">announced</span></a> that the SubPro ODP had formally launched. While, ICANN org had already exchanged emails and held meetings with the liaison, this was nevertheless an important milestone. During the early stages, ICANN org provided
a set of <a href="https://mm.icann.org/pipermail/subpro-odp/2021-November/000007.html">
<span style="color:#1155CC">preliminary questions</span></a> for consideration by the liaison and Council. On 18 November, the GNSO Chair
<a href="https://mm.icann.org/pipermail/council/2021-November/025220.html"><span style="color:#1155CC">forwarded</span></a> the liaison’s proposed responses to those questions to the Council. During the December Council meeting, additional time was provided
for SG/C consideration; a deadline of 13 January 2022 was set for any input to the draft responses.</span><o:p></o:p></p>
<p style="margin:0in;background:white"><span style="color:black">Also during the December meeting, the Council discussed the consideration process more generally for ODP interactions. After that discussion, minor revisions were made to the process to take into

<p style="margin:0in;background:white"><span style="color:black">On 3 December 2021, Philippe Fouquart
<a href="https://mm.icann.org/pipermail/council/2021-December/025259.html"><span style="color:#1155CC">shared</span></a> on the GNSO Council mailing list that the SSAD ODP Team is in the process of finalizing its analysis, including work related to the SSAD
Cost Model. As such, and in connection with the Council’s request for a consultation (as captured in the
<a href="https://gnso.icann.org/sites/default/files/file/field-file-attach/epdp-phase-2-gnso-council-to-icann-board-29oct20-en.pdf">
<span style="color:#1155CC">Recommendations Report</span></a> and elsewhere) with the ICANN Board related to concerns around financial sustainability, the next phase of that consultation will be scheduled in January 2022.</span><o:p></o:p></p>
<p style="margin:0in;background:white"><span style="color:black">Ahead of the January consultation, an update session for the Council and GNSO appointed EPDP Team members was scheduled for 20 December 2021, focusing on the SSAD Cost Model information. During
that meeting, the Council, GNSO appointed EPDP Team members, and GDPR Board Caucus members discussed the findings from the Operational Design Assessment (<a href="https://www.icann.org/en/system/files/files/ssad-odp-discussion-gnso-council-20dec21-en.pdf"><span style="color:#1155CC">presentation</span></a>)
and the implications on the viability of the SSAD. On 4 January 2022, Philippe Fouquart
<a href="https://mm.icann.org/pipermail/council/2022-January/025322.html"><span style="color:#1155CC">shared</span></a> a summary paper capturing the different ideas and suggestions that were made during that meeting. The Council scheduled a follow-on call
on Wednesday 12 January 2022 to determine if there is convergence within the Council on possible next steps. </span><o:p></o:p></p>
<p style="margin:0in;background:white"><span style="color:black">While the Council received an early update, a general
<a href="https://features.icann.org/event/icann-organization/ssad-odp-project-update-webinar-1">
<span style="color:#1155CC">webinar</span></a> on the SSAD ODP is scheduled for 18 January 2022.</span><o:p></o:p></p>
<p style="margin:0in;background:white"><span style="color:black">In addition and as noted above, the Council is to meet with the ICANN Board in January [<span style="background:yellow">add date when available</span>] as the next step in its consultation related
