In hindsight, such a consideration would likely have doubled the Phase I timeline. In addition, an uninterested team will not fashion effective solutions.</div><div class=""><br class=""></div><div class="">I say “impossible” because, the PDP teams might not have the necessary expertise to resolve the conflicts. (I’d say likely not.) Experts on registration data might not be experts on the transfer policy. </div><div class=""><br class=""></div><div class="">I think there should be flexibility in the process — each one of these instances will be different. The working group should have the flexibility to address the issue if so inclined and capable. Given that limitation, the Council could not entertain a discussion of the possible collision between the new recommendations and existing policy. Then, according to this draft that we are considering, the instant the Council approves the recommendation, it can discuss amendment of the same recommendations. </div><div class=""><br class=""></div><div class="">I think the draft is fine but should make an allowance for sending the recommendations back to the Working Group before approval if the Council sees a collision with some other policy or for any other reason.
